Tyler Harper PLS

Tyler R. Harper founded Highland Surveying & Civil Design to solve the same problem on both sides of a project: surveys and designs that rest on "the professional said so" instead of a documented record—boundaries that hold up when challenged, and designs that hold up when construction hits reality. He started the survey practice in 2023 and added civil engineering in 2025, building a firm where both disciplines work under one roof, so every design is grounded on a legal foundation that has already been established and documented. A licensed Professional Land Surveyor in Utah with a Bachelor of Science in Geomatics, Tyler maintains a focused, single-jurisdiction practice centered on forensic boundary analysis, boundary-law research, and expert witness services.

Tyler began his career in survey staff and project surveyor roles at Civil Solutions and LEI Engineers before earning his Professional Land Surveyor license while at Great Basin Engineering, where he performed forensic boundary analysis and complex retracement work. As founder, he serves as the licensed professional responsible for every sealed survey deliverable Highland produces. He has been retained as an expert witness in boundary disputes, providing testimony on boundary location, competing-survey analysis, and chain-of-title evaluation under Utah's rules of evidence.

Tyler is active in the Utah Council of Land Surveyors (UCLS), where he serves as Chair of the Membership Committee and as a member of the Standards and Ethics Committee. He is also authoring a professional treatise on the quasi-judicial standard of care in boundary surveying and the documented proof standard required to support expert testimony in boundary disputes.

Outside of work, Tyler is a man of faith and a devoted husband and father of four—two boys and two girls. He loves the outdoors, hunting, and powerlifting, but above all he values time spent with his wife and children.
